JILICC CEZA: What Cagayan Zone Licences Do and Do Not Cover

CEZA is the Cagayan Economic Zone Authority, the body that runs a free port and special economic zone in northern Cagayan province. It matters to a casino player because some footers name it, or a company called First Cagayan, in place of a PAGCOR licence. The two are not interchangeable, and this page shows why.

Whatever a footer says, the check that settles it for players in the Philippines is the one on the PAGCOR gaming site’s published lists. Read this page to understand what a CEZA name does and does not tell you.

What CEZA is and where its law comes from

Republic Act No. 7922, the Cagayan Special Economic Zone Act of 1995, was approved on 24 February 1995. Its Section 5 creates the Cagayan Economic Zone Authority as a body corporate to manage and operate the Cagayan Special Economic Zone and Free Port. The act sets the zone in the municipality of Santa Ana and the neighbouring islands in the municipality of Aparri.

CEZA’s own website describes the zone as spanning over 54,000 hectares and as designed for logistics, manufacturing, tourism, IT, renewable energy and agro-industrial investment. You can read the act on lawphil.net and CEZA’s page on ceza.gov.ph.

What CEZA’s gaming power covers

Section 6(f) of the act lets CEZA operate on its own, through a subsidiary, or license to others tourism-related activities, including games, amusements, recreational and sports facilities such as horse racing, dog racing and gambling casinos, under priorities and standards CEZA sets. The same section 6 lists the other powers, from approving enterprises in the Zone to running utilities there.

Nothing in that section says a CEZA licence authorises a website to take bets from players elsewhere in the Philippines. The act’s text speaks of the Zone, and the standards are CEZA’s own.

Why a CEZA or First Cagayan claim is not a PAGCOR licence

PAGCOR’s Electronic Gaming Licensing Department page says PAGCOR regulates games of chance and issues licences to gaming operations within Philippine territory, and publishes lists of accredited administrators, brands and domain names. Those lists are the record a Philippine player checks. A CEZA registration is a different record kept by a different body.

Problem and fix in practice:

1. Problem: a footer names CEZA or First Cagayan and no administrator. Fix: search the exact address on the PAGCOR lists and treat the footer wording as a claim only.
2. Problem: the casino offers a CEZA certificate image. Fix: open ceza.gov.ph yourself and use its Verify Investors route, never the link inside the badge.
3. Problem: the claim cites PAGCOR offshore or internet gaming licences. Fix: PAGCOR’s public notice says those licences were cancelled effective 15 December 2024.

How to look a company up on CEZA’s own site

CEZA’s home page links a Verify Investors route, which opens its Business Registered Enterprise Verification page and asks for the complete company name. A match there tells you the named company is a registered enterprise of the zone. It does not tell you which address a casino uses, or that PAGCOR accredited that address.

Run both checks and keep both results. If the company appears on CEZA’s page but your casino address is missing from PAGCOR’s lists, the footer is describing the first fact while you are playing under the second question.

Other badges to read alongside a CEZA name
