JILICC Responsible Play: Who May Not Gamble and Where to Get Help
This is the responsible play JILICC page: the rules and help routes that apply to every player in the Philippines, quoted from PAGCOR’s own responsible gaming page, read on 2 October 2026. The legal age is 21 and over, and this site says 21+ throughout. This site is a player information site and does not speak for any operator.
Who may not gamble in the Philippines
PAGCOR’s page, which gives its legal basis as Presidential Decree No. 1869 and Republic Act No. 9487, says the following groups cannot enter gaming establishments or play on online platforms.
- Government personnel: officials and employees of national and local governments, state universities and government corporations, and AFP and PNP members.
- Minors: anyone under 21 years old.
- Restricted persons: those in the National Database of Restricted Persons.
- Licensee employees: workers of gaming establishments or Gaming Employment License holders.
- Financiers and loan sharks, who are prohibited from roaming premises and offering loans.
PAGCOR adds: “The mere presence of government officials and employees in gaming establishments is likewise prohibited, except when in the performance of official duties.”
PAGCOR’s responsible gaming reminders
PAGCOR says gaming establishments must follow its Responsible Gaming Code of Practice to minimize harm and prevent addiction. Its key reminders are quoted exactly as published.
- “Gambling is not a source of income.”
- “Set time limits for each gambling session.”
- “Never borrow money or use all of your resources for gambling.”
- “Don’t chase your losses.”
Self-exclusion and family exclusion
PAGCOR lists an online route for self-exclusion: “PAGCOR Online Self-Exclusion Application Portal: www.osea.pagcor.ph”. On the portal, you apply online, PAGCOR reviews the application, and an Exclusion Order is issued on approval. The periods are 6 months, 1 year or 5 years, as applicable.
For family exclusion, PAGCOR says: “Spouses, children, or parents of an individual who needs help with problem gambling can apply to have that individual excluded.” The form is available on PAGCOR’s responsible gaming page, along with the e-mail address for submitting it.
