The NDRP, PAGCOR’s National Database of Restricted Persons, is the list of people barred from gambling at PAGCOR-licensed casinos and online gaming platforms. If you are asking because gambling has become a problem, this page shows the route in, and the gambling disorder page shows the other help that sits beside it. The facts below come from PAGCOR’s responsible gaming page and its self-exclusion portal, both read on 2 October 2026.

What the NDRP is and who is on it

PAGCOR’s responsible gaming page lists the groups that cannot enter gaming establishments or play on online platforms. “Persons included in the National Database of Restricted Persons” are one of them, next to government personnel, minors under 21, licensee employees and financiers or loan sharks.

The legal basis PAGCOR cites is Presidential Decree No. 1869 and Republic Act No. 9487.

Who PAGCOR lists as barredIs the NDRP the route?
Government personnelNo, they are barred by role
Minors, anyone under 21No, barred by age
Restricted personsYes, this is the NDRP itself
Licensee employeesNo, barred by job
Financiers and loan sharksNo, barred from offering loans on premises

How self-exclusion gets someone listed

PAGCOR’s portal at osea.pagcor.ph describes the steps in order.

  1. Complete and submit your online self-exclusion application.
  2. PAGCOR’s Responsible Gaming Department reviews it and may contact you to verify information.
  3. On approval, an Exclusion Order is issued and your details are added to the NDRP.
  4. The list is shared with licensed casinos and online platforms.

The exclusion periods on offer are 6 months, 1 year or 5 years, as applicable. PAGCOR says full implementation may take approximately two to three weeks.

Family exclusion

PAGCOR’s page says spouses, children or parents of an individual who needs help with problem gambling can apply to have that individual excluded. The application form is available for download on PAGCOR’s responsible gaming page, and completed forms with the requirements go to the e-mail address printed there. Copy the address from PAGCOR’s page, not from a message forwarded to you.

Removal and what comes next

PAGCOR’s pages do not set out a removal procedure, so ask its Responsible Gaming Department through the contact details on its responsible gaming page. Ask in good time, because the period you chose is the one on your Exclusion Order.

The NDRP is a barrier on licensed platforms only. A talk with a professional goes further, and the NCMH hotline page explains where NCMH publishes its crisis numbers. On your own phone, the steps for how to block gambling sites with built-in tools add a second wall.
